The challenge
Cardiff Parkway is a proposed new railway station within the Hendre Lakes development. It is expected to serve more than 800,000 passengers per year and support the eastward expansion of Cardiff, meeting demand for commercial space, high-quality employment opportunities and enhanced connectivity.
The site is shaped by complex environmental, regulatory, technical, rail and legal constraints.
What we did
Since 2018, SLC Property has provided strategic oversight across planning, property and environmental workstreams, ensuring the station and wider development moved forward as a coordinated programme rather than separate projects.
We reviewed strategies and documentation supporting the Environmental Impact Assessment and the planning applications, ensuring alignment with rail and construction requirements. We carried out a comprehensive review of all property titles to identify constraints, liabilities and opportunities at an early stage.
We advised on strategies to manage risk across consents, property, potential compulsory purchase considerations, legal agreements and public engagement. Throughout, our role was to integrate planning, property and environmental inputs so that decision-makers, designers and delivery partners were all working to a single, clear pathway.
Why it worked
The approach created a genuinely joined-up strategy, reducing duplication and uncertainty. By mapping constraints early, risks were programmed into the delivery plan rather than emerging late in the process. The outcome was practical, credible and aligned advice that supported submission of the outline planning application in line with programme expectations, while strengthening engagement with key stakeholders, local planning authorities and surrounding communities.
